I found an answer in another forum that fixed the issue. Rather than going to settings from the Start button. Search for Control Panel. Then under Hardware and Sound, add a device. Below the box to add a PIN, there is a link to have the computer generate a PASSCODE. I entered the passcode on the keyboard and pressed enter. The Chi power app started to report the power level of the keyboard.
After that, the keyboard worked! Hope that helps!
For reference, this was a T-300 w/ Chi keyboard.
