Hi,
First make sure that your charger is connected to a working power outlet.
If it is and your phone is still not charging, try connecting your phone to a working PC with a USB cable and see if it indicates that it is charging. If it does it, indicates that your charger is faulty and needs to be replaced. Let it charge fully before using it.
If it doesn't try a different USB cable, just to be sure.
If it still doesn't, you either have a faulty battery or a faulty charging circuit in the phone. The charger may be OK but you have to wait until the phone / battery is repaired to find out.
