ipad 7 no life, charging at 0.08 amps

I bought a broken iPad 7 off the Facebook marketplace. I thought it would be a fun and educational project.

It has shown no signs of life. Replaced the battery, and still has no signs of life. I purchased a USB voltage monitor and tested the charging. It is getting 0.08amp of power draw when plugged into a known good charger. Is this a charging port issue or a possible mainboard issue? or something else?

What are some tests I can perform to diagnose this?
