It sounds like you still need to install an operating system on the hard drive.

Putting in the hard drive is only half the repair. You'll need to put Windows (or whatever OS you want) on the hard drive.

There's a pretty thorough Guide on installing Windows 11 at ArsTechnica. You'll need a USB flash drive and another computer with internet access.

Try installing windows, you can just type windows 10 media creation tool into google, then download it, install it to a 8gb or larger flash drive, windows 11 will most likely not work given its age windows 10 is perfectly fine and even if it did run windows 11 would most likely be unusably slow., but once its done installing to the usb drive, plug it in, spam the f12 key which should show the boot menu,

when you have windows installed on a usb drive, if it wont let you install it, you may want to press shift f10 type diskpart, then type list disk, then type select disk 0, then type clean, close command prompt. If that doesnt work and it comes up with a yellow sign, press shift f10, then type diskpart, then list disk, select disk 0, then type create partition primary

Usually laptops won't boot because when installing Windows the hard disk storage and RAM memory become one partition. To fix this, you need to install a new hard disk and reinstall when reinstalling, delete all existing partitions so that they become one partition. Once finished, you can re-partition
