How to fix the "unfortunately com.android.setting has stopped"?

I did everything i see in threads but nothing works.

i already boot my phone.

factory reset.

i can't open the settings of my phone.

so all i can do is factory reset.

please help.

I can't open the security setting of my phone , it keep saying ""unfortunately com.android setting has stopped"" all applications can not be uninstalled, LG G4, someone help me out, thanks.
