As the top and bottom microphone are two separate components, it's strange for them to go out at the same time.  When I see this issue it usually points to board damage. generally from water/liquid, or physical damage.  On rare occasion it is software related, but you say you booted in safe mode and had the same issue

Has the device been dropped recently? Or been exposed to liquid?
