If you are using the airport, try switching to a hardwired ethernet connection to rule out an Airport card issue. If the problem persists, call your ISP and they will "painfully" walk you through everything to check. They can also reset your modem.

Most of the time when I have a slow down, it's not me but them but they make you do every check before they do anything.
