Firstly, can you attach a photo to show us exactly what happens?
From what it sounds like, the tablet may have corrupt software because it's getting stuck at bootup. Try restarting into a sort of safe mode by pressing & holding pwr button and a volume button to get into a cryptic type of mode. That's generally how you do it on android but i have no idea what software this thing runs.

I'm guessing either your software has gone kaput or a hardware component such as your NAND has gone Kaput
