Try starting in [https://www.digitalcitizen.life/4-ways-boot-safe-mode-windows-10/|safe mode] (scroll down to "How to enter Windows 10’s Safe Mode by interrupting the normal boot sequence (three times in a row)" and check if that works.

If you can get to the Recovery menus try Troubleshooting > Advanced > Startup repair and follow the prompts
