3ds freezes when trying to format/add or delete wifi

Every time I try to delete or add a wifi my 3ds will just freeze but the background sound will still play. I have tried to format the system completely but it just stays on the format loading screen for a long time and doesn’t format the 3ds. Any help I can’t update the system since I can’t connect to the wifi.
