According to the [http://h10032.www1.hp.com/ctg/Manual/c05381695|maintenance and service guide] (see p.103) a 3:2 error code says:
''Hardware 3.2 The embedded controller has timed out waiting for BIOS to return from memory initialization''.
Basically you have a memory problem, which you probably already know.
Hopefully you haven’t been removing/replacing the memory module with the power still connected to the PSU as this could have damaged the memory module.
I can’t tell from the video but how many memory modules are there?
'''If there are two ram modules''' try installing only 1 ram module in slot 1 (lower one) and then check if it passes POST (Power On Self Test). If no good try the other ram module and check.
It won’t work if there is only 1 module and it is inserted into slot 2 i.e. the upper slot.
