The disk with the little holes in the lid of the machine should be able to spin freely. After calling Nespresso they got me to rotate it and clean it. Although it didn't seem dirty, just rotating and cleaning it solved the double blinking light issue for me.

To be clear, you need to rotate it and clean it enough so that it is spinning freely before trying to work the machine.
