My screen isnt rotating!

For a few days, my ipad has been failing to rotate. The orientation lock to rotate it is off. I have backed it up,  shut it down. Force reset. I dont really know what to do. Can anyone give me any directions on what to do? Like even on YouTube or games it wont let me.
