First, at the login screen.

Hold SHIFT, and choose the reboot option.

This will boot into a recovery screen.

Select start up troubleshooting.

Have the computer start up in any of the "Safe Modes"

See how long it takes for Safe Mode to start up.

If it is fast, then you can look at what processes are loading in normal mode to slow it down.
