I had this problem, and the 'developer options' idea didn't work for me. I went to my provider and to my computer guy, and they both said they'd never seen anything like it.

Try uninstalling a few apps and reinstalling them, or updating other apps. I Uninstalled and reinstalled snapchat simply to update a feature and it fixed the problem.
