Why my power adapter only works in specific power outlets?

When I try to use the turbo charger, it works in only one power outlet in my entire house. What makes this issue stranger is that if I put an adapter (or a power strip) between that specific power outlet and the power adapter, it doesn't work anymore. Also, I recently moved and at my old place I was having the same issue. It worked in only one power outlet. How do I diagnose and fix it?
I can still charge my phone with an old charger from another phone but no turbocharging for me.
