The MacBook Air plays the bootup sound, the screen remains black, the fans begin spinning, then then fans stop after 15 seconds, and the process repeats again automatically, i don't even have to press the power button. Also, the battery cable does not display a light.....
I opened the mac book and noticed something off on the color of those 2 chips next to each other... is that the issue? how can i fix this and is it expensive? thanks!!!

Those two brown stained blocks are Iron cores of the Inductor unit. The rust staining in its self is not the worry the fact the bottom cover held some liquid so the tops got wet (water?) is the real concern here. At this point I would recommend you fully remove the logic board as the other side is the side that would have gotten wetter if the spill came in from the keyboard area.
Sadly, you didn't supply your exact model, I'm guessing this is either a 13" 2015 or 2017 model, best double check my guess.

The MagSafe cord LED should be either Amber or Green even if the system is not on. Double check the systems socket for junk and use a Cotton Swab (Q-Tip with some isopropyl alcohol so the sockets insides are clean and make sure you have a working charger is the cord damaged in any way?

It don't look good.... for sure that will affect the circuits....
I don't exactly know what function these 2 chips have, a board view only shows the underside, does anyone know of a board plan for the top side?
