Cuts off when I cut it on
It’s been unblocked one rest mode and now it comes on but beeps 4 to 5 times and cuts back off

Hi. It could be a sign that the console is overheating, so you could reapply thermal paste or apply something safe to cool it down. Another popular issue for that is that some capacitors are bad (short circuit / exploded), so you could replace some of them yourself if you are good at soldering and desoldering components or take it to a technician if you don't have the ability to do it.

We need some more info. What do you mean with “unblock”? Do you mean when you turn it on?
What happens when the PS5 is not turned into rest mode? Does it work then?
