My harddrive health show 9% only and also window is not install and also not make partition and show error

Seagate will be your best resource for diagnosing a problem with your hard drive. Go to the SeaTools page on their support site and download one of the versions available. If you have another Windows system that boots, you can download a .exe file that runs under Windows, or you can get one that can be installed on a USB drive you can boot from and run it from there to check the hard drive.
