Here's the Ariens 30 Gas Snow Blower 921047 service manual

Go to p.65 (67 of 76 pdf) how to check the battery and charging circuit.

You may have to independently charge the battery first so that you can check if it charges (or if it is faulty and needs to be replaced) and then if it does start the blower to check the charging circuit.
