Refrigerator is power cycling constantly
Power cycling every 15 seconds tried unplugging it for 10 minutes same issue. Trying a little longer but up for any suggestions

Power cycling is generally caused by a compressor issue. If the compressor doesn't start because it is locked up because of high pressure, it trips out, times out and tries again.
However, the timeout would be longer than 15 sec. for high pressure. 10 min should dissipate the pressure, so that would point to a different compressor issue.
