Part of your digitizer has failed, and unfortunately that kind of problem can't be fixed. You will have to replace the screen to get the touch screen to work again.
Unfortunately, iFixit doesn't have a guide to that repair, but I found one over at the French site SOSav. It is, of course, written in French, but if you use it with a browser that does translation like Chrome, it is quite usable and they're well written.
