Well you try the different keyboard and check if the tab key is work or not of that keyboard as well and also check for the outdated keyboard driver as well some time an outdated driver can be the reason of this kind of issue as well you can check the driver manually or you can check the outdated driver with a good tool which can help you in update the driver as well like Advanced Driver Update or any other good driver updater tool.
