Is the green PSU (power supply unit) light on the back of the PC on or off?

If it is off, check that the power outlet that the PC's power cord is connected to is working OK, by unplugging the PC's power cord and plugging in a hair dryer etc to see if it works OK.

If the wall power outlet is OK then it may be a problem with the PSU or the PC's power cord.

If it is on, try a power refresh and check if that resolves the problem.

Here's the procedure:

Disconnect the power cord from the PC and then open the case and remove the coin cell battery from the motherboard.

Here's the service manual for the PC. Go to p.10 (of 49 pdf) to see how to do this.

When the battery has been removed, measure its voltage. If it is <2.5V DC or if the battery is >4-5 years old, replace it. Usually they're a CR2032 battery (available most everywhere), but check the model number that it shown on the battery to be sure.

Press and hold the PC's power button for a full 30 seconds and then release it.

Reinsert the coin cell battery and reassemble the PC.

Reconnect the power to the PC and check if it starts OK.

If it does there may be a message stating that the date and time are incorrect. This is normal as the BIOS has been reset by the above procedure. Once the date and time have been corrected, the message won't appear the next time that it is started.
