Have you registered the correct phone number and had it verified?
You might want to ask the question on the WhatsApp forum, there all users there.

Number has been registered correctly with the correct name but no incoming whatsapp calls. If this wasn't registered correctly I would not have been able to call others too from my number
What message does a caller get when they try to call you on Whatsapp?
Just to eliminate things try using the phone in safe mode and check if whatsapp now works both ways.
Samsung A12 android mobile phone, not able to receive incoming whatsapp calls but can make whatsapp calls. The mobile is two years old only. Uninstalled whatsapp and again reinstalled whatsapp but no luck
