Error 0x000000F4 is usually a faulty or corrupt hard drive. It is likely starting to fail which is a process that can sometimes take a little while. The error may also result from a SATA cable with a loose connection or damage. Try another port. If possible attach it to another computer and see if it seen and read properly. Run chkdsk on it. Software or drivers could also cause this error.

That error code is somewhat generic and just means Windows failed (either during boot or while running) and you're not getting much more information. It doesn't narrow it down much further than that.

This computer was released in 2007. Has it ever had the hard drive replaced?

My first suspicion on a 16 year old computer is hard drive failure. If that is the case, you will not be able to fix this error without replacing the drive, and you may or may not be able to recover data from the old drive.

Replacing the drive requires physically opening up your computer, locating your drive (it is likely a 3.5" drive, #1 pictured). If you need to replace it, I would recommend at least getting a decent SSD (2.5" drive, #2 pictured). You will receive significant performance improvements and you can get a decent one for only about $40 USD.

Changing drives is as easy as unplugging the two cables that are plugged in, releasing any screws that are securing the drive in place, and physically removing it from the case before putting the new drive in and plugging it in. A 2.5" drive will not fit all the screws that the 3.5" drive did, but they are so much lighter weight that just one or two screws, or even a strong piece of tape, is enough to secure it down.

Most likely your drive is a SATA drive (right pictured). There may be IDE drives (left pictured) in use in cheaper builds from 2007. If you have an IDE drive, a replacement is not as simple so please come back for further assistance before doing anything.

After replacing the drive, you will need to install your operating system onto it. Which may need to be done with a physical disc in the disc drive as 2007 was around the time before Dell made USB bootable systems for everything. You will need to source or create an install disc (or sometimes a series of them) if you do not have yours from when you first got this computer. After securing that, the procedure is to load your disc into the drive and boot to it. The computer will read the .iso file and start the install process automatically, at which the process is as simple as following the on-screen instructions.

If you have had the hard drive replaced, especially in the last 5 years, chances are much higher it is an OS crash and can be recovered.

What Operating System are you using? Entering recovery mode may be possible depending on your OS and how your drive is partitioned, but I cannot say for sure. If you can enter recovery mode, I would highly advise running a command window onto your boot drive. Then run "diskpart" and type "list vol". Identify which letter is your OS (usually is C and has the label "Windows", though this is not always the case.) Then "exit" to get from diskpart back to top level Command. Type "C:" (or whatever yours may be) to select the correct drive, and run a "chkdsk /f /r /x", and "sfc /scannow", and "dism.exe /Image:C:\ /Cleanup-Image /Restorehealth" (where it says "Image:C:\", replace that with a different letter if necessary, to match your Windows partition).

Each of these scans can take anywhere from a few minutes to many hours, so be prepared for a long wait. Especially if you have a hard drive as identified above and not an SSD.

Check Disk verifies integrity of the file system structure and etc.
System File Checker can replace damaged or missing system files.
Disk Image Service Management can address files in the windows system image.

If any of these operations failed to run, try again after running the others. They all have interactions and one of them can fix the things that are broken in the others. Most commonly is DISM fixes something for SFC to run, but other combinations are possible.

After running those programs, try booting again. If it fails again, restoring the BCD or other boot files (depending on what OS you are on) may be necessary, or a deeper dive may be needed. The next recommendation would be to create a recovery media (I personally recommend Macrium Reflect Recovery Environment, which can be created to launch off of USB or disc, so that it can work in a variety of computers). Use your recovery media's "fix windows boot problems" and it can automatically do all of those other basic checks and fixes in one go.
WARNING: DO NOT do this if your computer is Bitlocker encrypted. In some circumstances you can break the decryption protocol (exactly how is beyond me) and never be able to recover files.

It can get quite time consuming to recovery a failed drive after you've exhausted all the regular avenues. But I would still be happy to try and help and provide advice along the way as far as I can.
