my phone is blacked out but I can still turn in on but the screen is blacked out

This is a classic case of a dead screen. to replace it, you need a new screen.

In addition to what’s already been mentioned, there’s also an entire page for troubleshooting iPhone Black Screen issues, but in my experience, this issue neatly always ends up being a “replace the screen” scenario.
