Computer keeps resetting to a certain point.

Hey, so the title says my computer keeps getting to a previous point like there was a backup restore configured each time I restart it. But what proves otherwise is when I create a file - it stays. But when I fully scan the computer and it solves problems, after a restart- the problems are back. Also when I choose “connect automatically to the network" It doesn't really connect automatically, which means it's also gone. My battery isn't good because the computer is only working on power, I have also tried to shut it down, and take it out the battery again, then power on the computer and put the battery in to see if itll work according to one of the answers on this forum - didn't work. Guess I'd have to replace the battery, but can it relate to the other issues? I don't think so.. Also the computer didn't detect CD/DVD for some reason. And when I try to see whether there is back up restore point, it shows something like “Backup restore was configured unavailable by the system manager", the account is an administrator account. Windows update is also not working but some of the steps to fix that are to restart the computer but it wouldn't help since its getting to a previous point and not saving configurations, which is wierd because files are being saved (Web is also getting fully rested, no history and more..) Would love to get your help solving this issues. Thanks a bunch!
