my fan runs all the time and is loud even after cleaning with air. the core temp stays around 40 c. should i replace the fans and were would i buy replacement parts
Likely your fan bearings wore out. I had the same noise problem and came from one of the fans. The bearing wore out and fan eas loos on the axle creating vibrations.

What OS is installed in the laptop?
If Win 10 right click on the Taskbar and click on Task Manager > Processes and check what the % is for the CPU etc.
If high % check which process is using the CPU the most and why it is running.
