how do you remove the metal from the Sleeve Spacing Assembly ? do you need a special pulley?

You could probably use a bearing puller tool? Or clamp some underneath it such that it's not gripping the axle but is providing pressure to the lip of the sleeve, then on a hard surface use a hammer to hit the axle.
Damage in any case here could compromise the quality and safety of the repair.
