Why is screen flickering?

Try connecting an external monitor to the laptop and check if the flickering occurs on it as well.

If it doesn’t then there may be a problem with the backlight power supply on the motherboard, the backlight cable connection either on the motherboard or on the backlight in the screen assembly, the backlight cable itself (may be damaged where it passes through the hinge area between the lid and the case) or the backlight - example only in the screen assembly.

Scroll to p.55 to view the necessary pre-requisite steps and then the procedure to remove the display assembly so that you can check the backlight cable and its’ connections or if you have to, access to the CCFL backlight tube.

The supplier of the backlight was an example only just to give an idea of the cost of the part and what it looks like. There may be other suppliers that would suit you better. Just search for Compaq Presario C700 CCFL backlight lamp to get results.
