Intermittent website loading issues.

I work at a location that has a network of multiple workstations, and we have one Windows 10 computer that has been having some really strange issues loading websites. On a very regular basis when opening a site or following a link the page will stall as if we have lost internet connectivity, or it will eventually time out and give an error. However, clicking on the Start menu or an outside window will usually result in the page suddenly loading. This happens in Chrome, Edge, and Explorer, as well as in safe mode with all of the browsers.

I’ve ran Microsofts various troubleshooters, cleared caches, ran scandisk, used DISM restore health, installed all updates, checked for malware, and tested another computer on that same ethernet cable. Sometimes sites load perfectly fine, but about 50% of the time it just hesitates until clicking outside of the browser. I’ve never seen an issue like this, and can’t find anything via many searches. The only other thing I can think of is doing a fresh Windows install, but as this is one of the front counter workstations in a business I’m trying to avoid that if at all possible. The computer functions great otherwise, it’s just frustrating at the times when it doesn’t want to load.

If anyone has any idea what may be causing this weird issue I’m open to any suggestions!

Here are a couple fixes you can try:

  1. Uninstall and reinstall all browsers with their latest versions.
  2. Go to the Services console at services.msc and make sure Diagnostic Policy Service and Wlan Autoconfig service is set to automatic. Also, make sure that the Network Store Interface Service, NSI proxy service driver, Remote Procedure Call, DCOM Server Process Launcher, RPC Endpoint Mapper, and Internet Connection Sharing services are all running.

Thanks for the suggestions! I did everything you suggested, and at first it appeared to work. Loaded a handful of sites no problem. But then I tried going back to one and it stalled until I opened the start menu, at which point the site loaded instantly.

If enabling the services works only temporarily on that workstation, then it is possible that a background program is turning one or more of these services back off. To isolate the program, it may help to check Event Viewer.

If this doesn’t help, then perform a clean boot to disable non-Microsoft services and see if the issue persists. To do this, open System Configuration at msconfig.exe, go to the Services tab, and disable all the services not labeled with “Microsoft Corporation”. Then, go to the Startup tab of Task Manager at taskmgr.exe and disable all the startup items. If the problem goes away after a reboot, then one of the non-Microsoft services is causing it. To isolate the offending service, re-enable each Service/Startup item one by one, rebooting each time. When the problem re-appears, then you have found the culprit.

Thanks again for the direction! Shut everything off for services, systematically turned on just those I knew we would need. Seemed to be working quite well, sites loading significantly quicker than before. Worked steadily for some time, then randomly behaved the same way, stalling until clicking out of the browser window. Checked services and nothing new had been turned on..

Have you tried implementing Last Known Good Configuration or a restore point? This may keep you from having to do something as invasive as registry editing or a clean install.
