My laptop only has blue screen on start up or reboot.

What errors are displayed on the the blue screen, it should be a number similar to this 0x000. And/or SOME_TEXT_LIKE_THIS.

Hold the power button until it shuts down. Then hold it again to power it back on. Can you access the BIOS? Try hitting F2 repeatedly. If you can, it is likely the OS. Do you have any important files on the computer?
