Camera will not turn on

after powering on, it will beep multiple times with a white screen and message saying "SYSTEM ERROR(ZOOM) How can I fix this?

My Lumix DMC-TS20 will not start up. It dose nothing when the on/ off button is pushed. The battery is charged, and reads almost 4 volts.
