No matter what I do, I can't get my Dell Laptop to turn on...
Bad Power Adapter
If your laptop will not turn on once it has been unplugged from the power adapter. You may have a bad power adapter. Purchase or borrow the correct power adapter for the laptop to test your laptop.
RAM Issues
If your laptop suffers to frequent reboots, crashes or the “Blue Screen of Death”, a bad RAM chip could be the cause. The RAM chip may need to be replaced. Please refer to the guide on How to Replace the RAM.
Bad Motherboard
If replacing all of the above, and the problem still persists. You more than likely have a bad motherboard. The motherboard will need to be replaced.

Dead Battery
If your laptop is shutting off once the power adapter is unplugged you may likely have a dead battery. This dead battery may no longer be holding a charge. The only solution is to purchase a new battery and replace the old one with the new one. Please refer to the guide on How to Replace the Battery.
Bad/Slow Fan
If changing the battery doesn’t work, you may have a bad fan. The fan keeps the laptop from overheating. The laptop will automatically shut off if the laptop is on and the fan is not running. In order to fix this issue, please refer to the guide on how to disassemble the Laptop and Replace the Fan.
Screen Backlight Lights Up but Nothing Else Happens

Bad Hard Drive

When the CD/DVD isn’t responding when you put a disc in the drive, you may have a broken CD/DVD drive. In this instance, the drive needs to be replaced. Please refer to the guide on how to Replace the CD/DVD Drive.
Clean your CD/DVDs
Inspect the back of your CD/DVD for scratches and dirt. Apply water or a cleaning solution to a soft cloth and very gently rub any dirt off the CD/DVD. If you can, test your CD/DVD in a separate computer to ensure that it is working.
Keys Do Not Function Properly

A bit late in the game for me to reply considering your response was 2 years ago but here is how I just did it today.
Right after you turn it on keep hitting F8
Go to reboot in safe mode.
Wait for the main screen then go to control panel.
Once you're in the control panel, find user accounts then look for the one that you want to erase.
Click okay then shut off the machine. Reboot as normal
