Because you used it after the water damage, some components could be fried. or the whole thing could. keep it in the rice for half a day to a day. try to power it on, if that doesn't work. its probably badly damaged. take to a repair shop to see if they can do anything.

How can you tell the phone is on? Is the back-light on or is it vibrating? Can a PC with iTunes read the phone and data?
