If you're using the Google Messages app, open the app and then tap Settings (profile photo or icon) → Notifications and check that the Incoming messages setting has been enabled.
If you're using the Samsung Messages app, open the app and then tap More Options (3 vertical dots) → Settings → Notifications and check the settings
