Battery only charges to 59% after battery replacement.
Replaced battery on iphone 11 pro max for a customer, called today and said it will not charge past 59%, possibly one of the connectors is not connected or bad battery?

You just answerd your own question. I ithink it is a bad battery or you knocked a small component of the logic board around the battery connector.

Have they tried calibrating their battery? Oftentimes, after battery replacements, battery percentages can be misleading if the battery hasn't been calibrated.
