I wanted to reset my device to factory settings and upon doing so, I have been on the steam deck logo for more than an hour. I have attempted the 10 second power button routine with no resolve, just goes back to the steam deck logo. I have allowed it to sit for a number of hours, nothing.

Hey! If nothing has worked so far, try creating a SteamOS installer USB. Download SteamOS for Steam Deck from this Link.
Assuming you're able to boot into the boot manager (Hold Volume down and click the power button until you hear a chime).
Plug-in your bootable media and boot from the "EFI USB Device" in the boot manager. Once into SteamOS, double-click/tap Reinstall SteamOS
