Washer is Bouncing around

I've tried to balance the washer - one of the foot screws isn't really moving up or down... but it's almost nearly perfect (barely off).

Started the washer and on the spin cycle it bounces all over the place. I was told it might be the drum? Is this something I can trouble shoot or do I need a repair person? (if it's something as simple as taking a panel off and adjusting something - I can do that... if it's replacing a major part - a pro should do it)

Any suggestions?
