Can the internal components be adjusted to allow for Watch OS 4 features. Many people have said that the sensors used have been built in since the beginning, so what needs to be changed to get latest OS4

This Series of Apple Watches supports watchOS 4.x. It can’t run anything newer.
Using your iPhone you should be able to install the last supported version without any difficulties.

No it does not support OS4

I am sorry I wanted to update to the latest version. Can I update anything or do anything to make it get the latest version with walkie talkie feature, etc.
Sorry, not possible watchOS 4.x is the highest this watch will go.
I do know of a few people who had their Ceramic and Gold watches upgraded with new guts. I wouldn't waste the effort on a cheap Aluminum or Stainless models as it would be cheaper getting a new watch.
