I've replaced my charger, then I replaced my battery, then I replaced my DC input power board, and yet I still cannot charge. The battery shows 83% right now, and when I press the little button on the side it indicates the battery is charged. When I connect my Mac charger it turns green but will not turn Amber to indicate actual charging. Any help would be much appreciated.

There isn’t much you can do on a do it yourself basis besides what you have already done, unless you get into schematics and circuits probing. Charging circuit is one of the most common failures encountered in Mac repairs. The other alternatives would be finding a lab into component level repairs or finding a used board for replacement. In such case I’d suggest switching to a mid 2012 board wich has improved speed, graphics and supports Mojave upgrade too.

I would suggest using a different charging unit all together.
Maybe borrow one from someone else to test first.
