What is the daughter board next to the CPU heatsink in a Mac Mini?

I have opened up a Mac mini A1103 and removed the drive tray carrying the CD and HD drives. There is a small daughter board mounted on 2 posts and covered in black tape, next to the CPU heatsink. The screws holding it to the posts are cross-head, and done up so tight I cannot move them. Ddes anyone know what this does? As the machine does not boot and does not seem to produce any graphics output, I am wondering if the little board has the GPU on it.

Yes, that part exactly. Further examination has revealed a cable running from the board to the modem socket. I believe the modem was an optional extra.
