Apple has always soldered the CPU into their systems, but there are a few exceptions out there - mainly the Mac Pro and PowerMac series. Just as Apple has had soldered CPU’s in the Mac ever since they went to Intel (with the exception of the Mac Pro), it’ll also be soldered. You will need to order it with the CPU you want at the time of purchase.

Most processors from the Broadwell-present generation only have BGA package options these days as well.

The 2017 regular iMacs also had their CPUs socketed! It's definitely not unheard of to have socketed chips, even recently. Proof: iMac Intel 21.5"Retina 4Kディスプレイ(2017年)の分解

GekkePrutser That's why I said there are exceptions. The iMac has done both so it isn't consistent, which is why I never mentioned it.
