I desperately need a service repair manual for the Toshiba 40L3453DB I have tried google but can`t find one .Mostly i need to know the output voltage from psu to led`s as this tv has 5 rows in each has 9 led`s.I have fitted a Brand new psu and it shows 78.8v at the output to led`s but the lights will not light up .I have checked each light individually and all shows light one at a time .Please help,Thankyou

Replace the Main Board the power supply is not getting the 5V panel on voltage from the Main Board..

This could be because of a bad solder joints on BGA microprocessor which is not getting good connections BGA is Ball Grid Array a technique Manufactures use to solder chips on boards. Little balls of solder pads underneath the chips.
