My M9 cell does not receive or make calls, it is original imei, it connects to the normal data network, and the pc does not recognize it even though it has the drivers installed.

Check if the Imei is blocked. Not sure what the best website is to check the Imei number.
Usually second hand, or found phones may have a blocked imei. Pretty common thing.

The imei is not blocked, so check it out. It was a bad flash. But now I do not know how to repair it does not connect to the pc. (the pc does not recognize despite having the original drivers installed).
You will need to reflash firmware using the info shown on this page:

I haven't flashed HTC firmware in a long time, but I know it's a PITA to do it compared to Samsung and iPhones.
