could not activate iPhone

hi guys i need help :( ...my iphone 6s plus is stuck on "could not activate iphone, activation server coud not be reached" i dont know what happen.. this is the third time i reset it..last time i reset my phone was ios 10.3.3 but nothing wrong happen,,but now i tried all recommendations on internet and tried like changing sim cards or restoring it but nothing happen it always go back on activation server could not be reached...is it already a hardware issue ?(but i doubt it)

can someone help me please?if someone has the same problem before please tell me what to do... thanks....

(will just switch to android if this one wont fix)

オプション

Probably baseband chip needs to be reballed and jumper wires used for weak pads.

You can confirm if it's baseband chip issue if you get no imei on the blue information icon at bottom right when it says slide to unlock on lock screen.

'..and yes i did check it and it still have the imei and the serial number..i tried a lot of things already..if only i can try to restore it but itunes is not giving a way to restore to a lower ios like 10.3.3 ...
