Bike keeps running while off

I have a 2002 Honda VTX 1800 and have been experiencing a problem with it. When the ignition is off it still runs and could here the starter hissing. I already changed the magneto and the celenoid but it still does the same thing. I figure it's the starter but need a professional opinion.
