Why is my speedometer maxing out?

i have a 94 cavalier z24 with the 3.1L and my speedometer seems to be reading double, when im on the highway and try to do 60mph my speedometer maxes out at 110mph and the car dumbs down the power, it must have a safety limiter. is it the Vss?, and if it is where is it located?
