If the HDD is the main C: that runs your current Windows and it's inside your laptop ,the only way is to plug a Win setup bootable usb (or a DVD) and complete installation overwriting your previous
A second solution is that if it's external HDD , plug it to another pc and format it so as to be clean as you say and therefore plug it again and do your installation
